If you own a property in Sicily and want to rent it on Airbnb, Booking.com or any other platform, Italian law since late 2024 requires a national identification code (CIN) before any listing goes live. Getting this code is not automatic: it requires your property to meet specific safety and administrative standards. Getting it wrong — or skipping it — exposes you to fines of up to €8,000 per listing and delisting by the platforms themselves.
The CIN code: the one thing that changed everything in 2024
The D.L. 145/2023 (converted into Law 191/2023) introduced the Codice Identificativo Nazionale (CIN) — a national identification code that every short-term rental property in Italy must display on any listing and at the entrance to the property. The Ministry of Tourism (MIMIT) manages the register through an online portal (BDSR — Banca Dati delle Strutture Ricettive).
From September 2024 onwards, platforms like Airbnb and Booking.com are required by Italian law to verify that listed properties have a CIN. Properties without a CIN face:
- Administrative fines from €500 to €5,000 for missing CIN on the listing
- Fines from €2,000 to €10,000 if safety requirements are not met
- Potential suspension of the listing by the platform
Who needs a CIN — and what type of rental you are
Italian law distinguishes between two types of short-term accommodation that foreigners most commonly operate:
- Locazione turistica (holiday home / apartment): you rent your own property for periods under 30 days, without providing any services (no cleaning, no breakfast, no receptionist). No SCIA or permit needed — only CIN registration and safety requirements. Up to 4 units rented this way without being classified as a business
- B&B (Bed & Breakfast): you live in the property and rent up to 3–4 rooms while also providing breakfast. Requires a SCIA (Segnalazione Certificata di Inizio Attività) to the municipality, compliance with regional regulations (Regione Siciliana has specific B&B rules), HACCP food safety certification for food service, and a CIN
- Casa vacanze (holiday home with services): renting a whole property AND providing services (linen changes, cleaning during stay). Treated as a commercial activity — SCIA required, same as B&B
The category matters because misclassification — listing as a locazione turistica what is actually a casa vacanze — is one of the most common violations found during inspections in Sicily.
The safety requirements that must be met before you can get a CIN
To register for a CIN, the MIMIT portal requires you to certify (with self-declaration) that the property meets:
- Smoke detectors: at least one per floor, functioning
- Carbon monoxide detector: mandatory if there is any gas appliance (boiler, hob)
- Fire extinguisher: at least one 6 kg ABC powder or CO2 extinguisher in the property
- Emergency exit plan: a printed plan showing exits must be posted inside the property
- Gas/electrical safety: certification that the gas and electrical systems are compliant (dichiarazione di conformità or dichiarazione di rispondenza)
For older Sicilian properties — and many are very old — electrical systems often predate the mandatory certification regime. Bringing them into compliance before registration is not optional: it is a legal prerequisite. A CILA (Comunicazione di Inizio Lavori Asseverata) may be needed if the electrical system upgrade requires any works.
The Sicilian regional layer: additional rules above the national baseline
Sicily's regional government (Regione Siciliana) has its own legislation on tourist accommodation (L.R. 6/2019 and subsequent amendments). Key points for property owners:
- B&Bs in Sicily must be registered with the Assessorato del Turismo of the Regione Siciliana separately from the national CIN
- The property must have the agibilità certificate (certificate of habitability) before any tourist use can be registered
- Holiday homes (case vacanze) operated as a commercial activity require the SCIA to be filed with both the municipality and the regional tourism authority
- Properties in historic centres or UNESCO-listed zones (Palermo Arab-Norman route, Val di Noto, Agrigento) may have additional local regulations on tourist use signage and information
Tax obligations for short-term rental income in Sicily
Rental income from holiday lettings is taxable in Italy regardless of where you are resident. The most favourable regime for individuals:
- Cedolare secca: a flat 21% tax on gross rental income (no deductions, no other taxes). For platforms that act as withholding agents (Airbnb in Italy), 21% is withheld at source before you receive the money
- If you operate more than 4 properties or provide services, you are classified as a business and the cedolare secca does not apply — you are taxed as a business on net income
- As a non-resident, you must file an Italian tax return (Modello 730 or Redditi) for Italian-source income
Step-by-step: what to do before listing your Sicilian property
- Verify the property has a valid agibilità certificate. If not, this must be obtained first — Studio 4e can assess what is needed
